The UN envoy to Syria “Geir Pedersen” presented a document containing a mechanism of 5 steps to start the work of the Constitutional Committee in its 6th round in Geneva, in a new attempt to reconvene the committee’s sessions after the obstacles it faces from the delegation of the Syrian opposition and the countries that support it.

The “Pederson” document titled “A Proposal for a Work Methodology” contained a plan of action based on the presentation of 2 proposals by the delegations of the Syrian state and the opposition, before their departure to Geneva, in the form of texts relating to basic constitutional principles to be included in the draft of the Syrian constitution.

Pedersen added that at least one of the basic constitutional principles is discussed in each of the meetings during the four days of the 6th round, with exhaustion of discussion around it, and suggested in his document to hold periodic meetings between him and the heads of the 2 delegations (the state – the opposition).

So that they meet on the eve of the 6th round and within days of holding it to enhance consensus and ensure the proper functioning of the committee.

The proposal comes as support for the recently presented Russian pledge to ensure an agreement to hold periodic meetings between the heads of the 2 delegations, at a time when the Russian Foreign Ministry stated that in the event that a draft of a new constitution is agreed upon, then early presidential elections can be called.

Preparations for the 6th round of the Syrian Constitutional Committee are witnessing clear Syrian and Russian efforts to push the committee’s work forward and try to break the failure that affected it during its previous rounds, in order for Syria to present some proposals aimed at resuming the committee’s discussions, which Pedersen then conveyed to the opposition delegation, which he rejected it according to the same method of obstinacy used.

The date for the 6th round of the Syrian Constitutional Committee is still not known yet, noting that “Pedersen” had previously announced that he would hold contacts in order to organize the holding of the new round, amid difficulties he faces due to the intransigence of the Syrian opposition delegation, and the obstacles that it puts in the way of reaching a political agreement.
